Continental Finance on Your Credit Report

In short: Continental Finance Company operates consumer credit card programmes aimed primarily at consumers with limited or damaged credit, marketed under brand names including Reflex and Surge, with the cards issued by partner banks. Information that is inaccurate, incomplete, or unverifiable can be disputed under the FCRA. Outcomes depend on what the furnisher can verify, and results vary.

Who Continental Finance actually is

Who actually issues this credit

Continental Finance is not a chartered bank. Its own Reflex programme disclosures state that the Reflex Mastercard is issued by Celtic Bank pursuant to a license from Mastercard International. No FDIC certificate is asserted for Continental Finance because the charter belongs to Celtic Bank.

What makes this creditor different

Continental Finance markets subprime cards under brand names — Reflex and Surge among them — that carry no obvious connection to the company's own name, and its Reflex disclosures confirm issuance by Celtic Bank. That three-layer naming is why 612 CFPB credit-card complaints since January 2025 name Continental Finance, led by fees or interest (154), for cards consumers know by a different word entirely.

How Continental Finance appears on your credit report

Subprime card programmes of this type typically open with a low initial limit and carry substantial fees, which means utilisation can appear very high even on modest balances — and utilisation is a major scoring factor. The consumer may also not recognise the furnisher name at all, since the card is marketed as Reflex or Surge while the tradeline may say Continental Finance or Celtic Bank. Confirm identity by open date and limit before disputing.

Grounds to dispute a Continental Finance entry

Each of these is a reason a Continental Finance tradeline may be inaccurate or unverifiable. None of them assures removal — they are the angles worth checking on your own report.

  • ◆Card reporting under Continental Finance or Celtic Bank rather than the Reflex or Surge brand
  • ◆Credit limit reported lower than the limit actually granted, inflating utilisation
  • ◆Programme fees reported as unpaid principal balance
  • ◆Account balance or credit limit reported incorrectly
  • ◆Payment reported late when it was made inside the grace period
  • ◆Date of first delinquency re-aged to extend how long it can report
  • ◆Account still reporting as open after it was closed, or vice versa
  • ◆Duplicate tradeline for the same account after an internal transfer
  • ◆Account belongs to someone else with a similar name, or is the result of identity theft

Disputing an original creditor is not the same as disputing a collector

Continental Finance is an original creditor — the institution whose name was on the account when it was opened. That matters for two reasons. First, the FDCPA, which governs debt collectors, generally does not apply to a creditor collecting its own debt in its own name, so the “debt validation” request that works against a collection agency is not the right tool here. Second, as the furnisher of the tradeline, Continental Finance has direct obligations under FCRA §623 to investigate a dispute you send it and to correct or delete information it cannot verify as accurate.

Dispute with the bureaus — FCRA §611

File with Equifax, Experian and TransUnion. They must generally investigate within 30 days and tell the furnisher. Free, and you can do it yourself.

Dispute with the furnisher — FCRA §623

Send Continental Finance a direct written dispute. It must investigate and must not continue reporting information it knows is inaccurate. Keep copies and proof of delivery.

Continental Finance questions, answered

Is Continental Finance a bank?

No. Continental Finance Company is not an FDIC-insured bank and holds no FDIC certificate. Its own Reflex disclosures state that the card is issued by Celtic Bank under a Mastercard license.

Why is Continental Finance on my credit report?

If you opened a Reflex or Surge card, Continental Finance operates that programme and the account is furnished to the bureaus. The tradeline may name the brand, Continental Finance, or the issuing bank, Celtic Bank.

What do people complain to the CFPB about most with Continental Finance?

Of the 612 credit-card complaints naming Continental Finance in the CFPB's public database since January 2025, the largest category is "Fees or interest" at 154, followed by "Problem with a purchase shown on your statement" (78). Snapshot taken 2026-10-17. These are public statistics about the company, not a forecast for your account.

How do I dispute a Continental Finance account?

Dispute with all three bureaus under FCRA §611 and with the furnisher under FCRA §623. With a partner-bank program, check your report for the same debt appearing twice — once under the program brand and once under the issuing bank — because that duplicate is a common and genuinely disputable error. Send it in writing and keep copies; results vary with what can be verified.
