Perpay on Your Credit Report
In short: Perpay operates an online marketplace allowing consumers to buy goods and repay over time through scheduled payroll deductions, and also offers the Perpay Credit Card issued by a partner bank. Information that is inaccurate, incomplete, or unverifiable can be disputed under the FCRA. Outcomes depend on what the furnisher can verify, and results vary.
Who Perpay actually is
Who actually issues this credit
Perpay is not a chartered bank. Perpay's own disclosures state that the Perpay Credit Card is issued by Celtic Bank. No FDIC certificate is asserted for Perpay because the charter belongs to Celtic Bank.
What makes this creditor different
Perpay's model ties repayment directly to the consumer's paycheck through payroll deduction, which is unusual among consumer credit products and means a job change can disrupt repayment mechanically rather than through inability to pay. Perpay's own disclosures identify Celtic Bank as the card issuer. The CFPB recorded 53 credit-card complaints naming Perpay since January 2025, led by a disputed purchase on a statement (12).
How Perpay appears on your credit report
Because repayment runs through payroll deduction, a change of employer, a pay-cycle change or a direct-deposit interruption can cause a missed payment that has nothing to do with the consumer's willingness or ability to pay. If a late mark coincides exactly with a job or payroll change, gather the payroll records — a missed deduction caused by a mechanical interruption is still worth disputing if the reported history is inaccurate.

What consumers report to the CFPB
These are counts of complaints filed with the Consumer Financial Protection Bureau about credit cards, from the CFPB's public complaint database. They describe the company's complaint history — they are not a prediction about any individual account.

Grounds to dispute a Perpay entry
Each of these is a reason a Perpay tradeline may be inaccurate or unverifiable. None of them assures removal — they are the angles worth checking on your own report.
- ◆Late payment coinciding with an employer or payroll-cycle change rather than non-payment
- ◆Card reporting under Celtic Bank rather than Perpay
- ◆Marketplace order cancelled or returned but still reported as an owed balance
- ◆Account balance or credit limit reported incorrectly
- ◆Payment reported late when it was made inside the grace period
- ◆Date of first delinquency re-aged to extend how long it can report
- ◆Account still reporting as open after it was closed, or vice versa
- ◆Duplicate tradeline for the same account after an internal transfer
- ◆Account belongs to someone else with a similar name, or is the result of identity theft
Disputing an original creditor is not the same as disputing a collector
Perpay is an original creditor — the institution whose name was on the account when it was opened. That matters for two reasons. First, the FDCPA, which governs debt collectors, generally does not apply to a creditor collecting its own debt in its own name, so the “debt validation” request that works against a collection agency is not the right tool here. Second, as the furnisher of the tradeline, Perpay has direct obligations under FCRA §623 to investigate a dispute you send it and to correct or delete information it cannot verify as accurate.
Dispute with the bureaus — FCRA §611
File with Equifax, Experian and TransUnion. They must generally investigate within 30 days and tell the furnisher. Free, and you can do it yourself.
Dispute with the furnisher — FCRA §623
Send Perpay a direct written dispute. It must investigate and must not continue reporting information it knows is inaccurate. Keep copies and proof of delivery.
Perpay questions, answered
Is Perpay a bank?
No. Perpay is not an FDIC-insured bank and holds no FDIC certificate. Perpay's own disclosures state that the Perpay Credit Card is issued by Celtic Bank.
Why is Perpay on my credit report?
If you bought goods through the Perpay marketplace on a payroll-deduction plan, or hold the Perpay Credit Card, the account can be furnished to the credit bureaus. The tradeline may name Perpay or Celtic Bank.
What do people complain to the CFPB about most with Perpay?
Of the 53 credit-card complaints naming Perpay in the CFPB's public database since January 2025, the largest category is "Problem with a purchase shown on your statement" at 12, followed by "Incorrect information on your report" (9). Snapshot taken 2026-10-17. These are public statistics about the company, not a forecast for your account.
How do I dispute a Perpay account?
Dispute with all three bureaus under FCRA §611 and with the furnisher under FCRA §623. With a partner-bank program, check your report for the same debt appearing twice — once under the program brand and once under the issuing bank — because that duplicate is a common and genuinely disputable error. Send it in writing and keep copies; results vary with what can be verified.

Crowned Credit is not affiliated with, endorsed by, or sponsored by Perpay; company names are used only to identify the institution a consumer may see on a credit report. Crowned Credit does not promise any particular outcome; results vary by individual circumstances and by what a furnisher is able to verify. Accurate, verifiable information generally cannot be removed from a credit report. You have the right to dispute inaccurate information yourself, for free, directly with the credit bureaus and with the furnisher.
